The Warner Center 2035 Specific Plan allows for a steep increase of development in the Warner Center area of Los Angeles and requires the development of a new Transportation Management Organization (TMO) to help manage the influx of employees, residents and visitors. The area had a TMO previously that was disbanded due to its inability to prove effectiveness.
The City of Los Angeles decided to fund the development of a new organization through a three year contract, with the goal that after the three years the TMO will be able to fund itself through membership dues.
How we helped
Steer developed the TMO and will manage it through the first two years of operation.
The team worked with local stakeholders at all levels through interviews, focus groups, survey distribution, and event outreach. Based on the results of the stakeholder outreach, they developed an Operation Plan, listing services that will be offered by the TMO going forward. Key to this list is the development of a survey platform which will allow TMO staff to help Warner Center employers and developers with local TDM regulation compliance.
The organization officially launched on January 10, 2019, with an event featuring Councilmember Bob Blumbfield, Los Angeles Department of Transportation (LADOT) General Manager Seleta Reynolds, and Los Angeles Metro Director of Commuter Services Devon Deming.
