The South East of Scotland Transport Partnership (SEStran) commissioned Steer to develop a Mobility Hubs Strategic Study for the region. SEStran covers eight local authorities including the City of Edinburgh and seven other authorities with a mixture of dense urban and sparse rural area.
Mobility Hubs present an opportunity to integrate public transport and shared transport (such as bike share and car clubs) to enhance connectivity and user experience, encouraging and facilitating more sustainable travel in the SEStran region. The key objectives of Mobility Hubs in the SEStran region include four main categories:
Demonstrated the role and scope of Mobility Hubs within the specific regional context of the SEStran region
Steer identified several key transport challenges for the eight SEStran local authorities, linking these to the relevant policy context. We then developed a Mobility Hub typology, considering five Mobility Hub types in varying locational contexts, as well as their mobility and non-mobility components.
Devised a framework for successful Mobility Hub implementation
Steer developed a framework for pre-planning, planning and implementation phases considering stakeholder engagement and communication, as well as operational and management structures.
Identified potential locations for Mobility Hubs in the region.
Steer developed a methodology for identification of the potential locations for the Mobility Hubs and worked with local officers to identify a series of potential locations and relevant typology.
The study demonstrated the role and scope of Mobility Hubs, including rural hubs, within the specific regional context of the South East of Scotland and devised a framework for their successful implementation.
The Strategic Study aligned with the region’s policies and programmes and considered how these support Mobility Hubs at regional and local levels.
Our team prioritised eight strategic locations for the implementation of pilot Mobility Hubs based on the data analysis and our engagement with the local authorities.
